The 10th Anniversary On December 8, 1999 the President of the Republic of Belarus Alexander Lukashenko and the first President of the Russian Federation Boris Yeltsin, guided by the will of the peoples of Belarus and Russia to unite and relying on the commonality of their historical fates, signed the Treaty on the Establishment of the Union State of Russia and Belarus. The Treaty defines the objectives and principles of the Union State, subjects of its jurisdiction, the structure of bodies, regulatory legal acts and their use, the principles of common economic space formation, and the main rights and obligations of the Union State's citizens. Along with the Treaty, the Program of Actions of the Republic of Belarus and the Russian Federation for its implementation was signed. These documents enabled two fraternal countries and peoples to move to a new level of unification-creation of the Union State. The Council of Ministers of the Union State decided to hold in 2009 in the Republic of Belarus and the Russian Federation a series of cultural and public events devoted to the 10th anniversary of signing the Treaty on the Establishment of the Union State.
