| 80 YEARS OF THE FINANCIAL SYSTEM
After the end of World War I and the civil war, there were hard times were established in the former Russian Empire. The policy of "military communism" carried out at the first stage by the Bolsheviks who had assumed power only aggravated the economic dislocation and financial crisis casting away the country to the stage of ancient principles of the natural exchange of commodities. Even "the new economic policy" (NEP), soon proclaimed, was first based on an exchange of commodities without money. For example, the People's Food Commissariat of the BSSR fixed "an exchange rate" in those years, when 10 pounds of salt or 12 pounds of kerosene or 150 matches were given for one pood of rye...
Nevertheless, life turned very quickly the exchange equivalents introduced by the state authority into local "spontaneous money" and then the state itself began to put real banknotes into circulation. The restoration of normal commodity-money relations and gradual stabilization of the monetary system stipulated the revival of credit and other necessary financial institutions in the country, which took upon themselves the organization and regulation of the simplest conditions for distributing commodities and services in society.
In any case, even during the first years of Soviet power in Belarus, the financial institutions functioned quite successfully and facilitated vital activities of other structures of the state and its private citizens. Therefore, the time of creating the financial system can be, with good reason, correlated with the time of forming the State machinery of the Byelorussian SSR. Today our country has a harmonious and adjusted structure of credit-financial relations, in which all the institutions and organizations necessary for providing vital activities of the young state function efficiently.
